Which incentives might appear on a quote?

The Victorian Government describes VEU hot water discounts for eligible upgrades. Solar Victoria offers a separate Solar Homes hot water rebate. Eligible heat-pump water heaters can also attract federal small-scale technology certificates, explained by the Clean Energy Regulator.

These are not three automatic payments. Ask the retailer to identify which ones have been included, which are still conditional and what evidence is required. The quote should remain understandable if one component is removed.

Do not add the largest advertised amount from three different websites. Those figures may refer to different products, circumstances or calculation methods. Request a combined calculation for the actual proposed job.

How does the Solar Victoria hot water rebate differ?

As checked on 10 October 2026, Solar Victoria lists a rebate of up to $1,000 for eligible products, or up to $1,400 for eligible locally made products. It is calculated at 50% of the product purchase price after other discounts, subject to the cap.

Its published standard criteria include owner-occupation of an existing property, combined owner taxable income below $150,000, property value below $3 million, an old system at least three years old and restrictions on previous Solar Homes rebates at the address. An authorised retailer and eligible product are required. Check the full current criteria and any exemptions.

That is a different eligibility exercise from VEU. If you are a landlord, have moved house or previously received support, raise those details at the beginning rather than assuming the same rules apply everywhere.

What should you ask about VEU and STCs?

For VEU, have the existing water heater and proposed replacement assessed against the applicable activity. For federal STCs, the regulator’s water-heater guidance explains eligible systems and certificate arrangements; agents set the value they offer for certificates.

Ask whether the quote already includes the benefit of assigning certificate rights. If so, make sure that same benefit has not been counted again in another summary of the price.

A useful written breakdown names the product, installed cost, each discount, any fees and the final balance. Keep it with the product data sheet so you can compare another proposal without reconstructing the arithmetic.

Choose the system around your household

The Victorian hot water buyer’s guide discusses planning factors such as system size, siting and performance. Use those questions to brief the installer.

Describe a normal busy morning: how many showers are used, whether baths are common and whether hot water demand clusters at particular times. Mention visitors or a likely change in household size. A generic bedroom count does not explain all of that.

Ask where the unit will sit, how service access will be maintained and how its operating sound relates to nearby bedrooms and neighbours. Request an explanation of any recommended timer settings or backup heating, rather than accepting settings nobody has discussed with you.

For a planned Solar Homes installation, follow Solar Victoria’s current approval process before the work. Its emergency replacement pathway has separate instructions, so check those promptly if the old system has failed.

Tell the retailer if you are without hot water and ask which steps must happen before installation. Do not rely on an assumption that all paperwork can be sorted afterwards. Keep a record of the advice and approvals received.

What should a complete hot water quote include?

  • Exact product model and capacity.
  • Proposed location and any required base or mounting work.
  • Plumbing, electrical work and drainage included in the installation.
  • Old-system disconnection, removal and disposal.
  • Each incentive, its conditions and your remaining payment.
  • Warranty coverage and the support contact.
  • Any access, repair or finishing work excluded from the price.

Ask how changes will be handled if inspection reveals work beyond the original scope. A clear variation process protects the plan from becoming a series of verbal decisions on installation day.

Prepare for a useful assessment

Send photos of the existing system and a safely accessible model label, the installation address and a short description of household hot water use. Mention any solar PV, previous rebates and known access constraints.

Melba Energy is not a VEU accredited provider. Confirm the authorised retailer, accredited-provider and installer arrangements relevant to the incentives in your proposal. Explore heat pump hot water or request an assessment before choosing equipment.
